Project Title: Providing Cluster Facilitation Team Services to Tank Monitoring Committee
(TMC) for tank improvement
Project Location: Bijapur
Project Period: 09 June, 2009 to 31 December, 2011
Project Objectives:The desired objectives aimed to achieve through community participation. The proposed follow-on project would address the issues through;
- Comprehensive and specialized training of farmers and tank users on
technical aspects of improving agriculture productivity
- Improving farmers’ awareness and understanding about the efficient
water management and improved cropping systems.

Activities Completed
- Formation of Tank
Management Institutions
(TMIs) which or would be
registered under the Karnataka
Societies Registration Act or
constituted under Panchayath
Raj Act;
- Constitutions of Tank Users’
(TUCs) with representation
from all the interest groups
including vulnerable sections of
the society;
- Transfer of main development,
operation and maintenance
responsibilities from
government to the user groups
through planning and
implementation of integrated
tank development plans;
- Cost sharing arrangements for
tank development to ensure
that the TMIs exhibit the sense
of commitment to the
proposed interventions;
- Strengthening interface
between users groups and
Panchayath Raj Institutions.
Methodology Followed
- Capacity building and human
resource development;
- Training of JSYS, GoK line
departments, CFTs and Zilla
Panchayath (ZPs);
- Public awareness activities to
safeguard tanks;
- Economic evaluation and community
institution study; and
MIS/GIS/technical consultancies
(project area: State Wide),
monitoring & evaluation
consultancies; incremental staff,
support services operating costs of
the financial management system;
and other administrative and
expenses.
Strengthening Community Development
This component seeks to equip
stakeholders with the skills needed to
ensure that the local institutions
developed under this project function
effectively and equitably. This will
entail:
- Developing human
resources and forming local
institutions, strengthening existing
human resources in various aspects
of tank system improvement and
management;
- developing
mechanism through which the needs
of traditionally vulnerable
stakeholders can be sustainably
addressed;
- institutionalizing
process for sustainable management
of tanks and derived benefits, which
can be replicated across tank
development sites within and
outsides of the project.

- Implementation of Income Generating activities
- TMI implementation activities which includes adopt of command area
afforestation, fishery etc.,
